Distribution Rules
We allocate licence fees to rightsholders as equitably as we can, having regarding to the information available to us regarding the actual or presumed use of content by licensees in reliance on the licence.
In some cases, we have information about each use of content in reliance on a licence. In most cases, however, we have information about usage of content by a sample of licensees, from surveys of usage. In some cases, we have little or no information about actual usage by a class of licensees. This is usually because the licensees have declined to provide that information to us. In those cases we allocate licence fees according to presumed usage, based on data available to us.
