Copyright Amendment Bill to introduce an ‘orphan works’ scheme and to facilitate online learning

November 6, 2025

We welcome the introduction of the Albanese Government’s Copyright Amendment Bill to introduce an ‘orphan works’ scheme and to facilitate online learning.

The new orphan works scheme recognises the value of creative and cultural content held by institutions, while providing protections for copyright owners to be recognised if they are later identified.

The Bill also provides clarity for the education sector that existing rules for copyright materials used in the physical classroom apply to online or hybrid lessons.

As an organisation dedicated to ensuring creators receive fair payment for the use of their work, we welcomed working with the Government, educators and the creative sector to progress these amendments.
